A 20" skirt is used when the mattress is at its highest setting and the child is newborn. As the child grows and you start to lower the mattress, the 20" skirt becomes too long and the 14" skirt is used. Some choose to purchase both the 20" and 14" skirt, but others decide to purchase only the 14" skirt and deal with a little shortness in the beginning.
